HB-911 is unique because there is not one set agency that will be implementing the bill. All people who have an interest in or deal with domestic violence have a vested interest in the implementation. There is no monetary/budgetary matters to attend to so all thing are as they were before the bill would be passed. Adding strangulation to the code, does require that training takes place. It would seen that the grant under S.T.O.P. Service, Training, Officer, Prosecutor is what they will have to rely on until Governor Deal can be convinced more money need to be allocated for intense training. The S.T.O.P. manual states that training is an essential part of the criminal justice system and victim services.
